NORWOOD TOWN COUNCIL
--SPECIAL MEETING--

Friday, December 18, 2009 – 8:00 a.m.

Attendance: Mayor Harry Beeker, Mayor Pro Tem James Lilly, Commissioners Henry Thompson, Sr., Beverly Johnson, Administrator Dwight Smith

Absent: Commissioner Alphonzo Rush, Commissioner Harold Thompson, Clerk Pam Lisenby

The Norwood Town Council met for a special meeting on Friday, December 18, 2009 at 8:00 a.m. at the Norwood Town Hall. The meeting had been duly advertised in THE STANLY NEWS & PRESS, as well as in the Norwood Town Hall.

Mayor Beeker presided and called the meeting to order at 8:00 a.m. and said a short prayer. He welcomed guests Betty O’Neal, Bill O’Neal and Burt Slater.

Mayor Beeker then turned the meeting over to Administrator Smith and asked him to discuss the preliminary engineering report that was submitted by Koonce, Noble & Associates for sewer extension to the Berry Hill area.

Commissioner Henry Thompson made a motion for Administrator Smith to take minutes of the meeting in the absence of Town Clerk Pam Lisenby. Mayor Pro Tem Lilly seconded the motion and it passed 3-0

Administrator Smith discussed the report, stressing the following points:

1) The entire area would not be served by sewer during the first phase. Parts of Berry Hill, Lehue- Parker and Nick’s Road would not be served during the first phase.

2) The cost was expected to be in excess of 2.5 million dollars.

3) The project would be a money-losing venture and water and sewer charges to town-wide citizens would need to be increased to pay for the debt.

4) Residences not using Norwood sewer would be charged a minimum sewer charge.

5) The project would not be implemented according to the project submitted by the engineers (in Smith’s opinion).

6) The project could be changed when reviewed by State authorities.

7) All residences in the area would not be served. Commissioner Johnson and Mayor Beeker asked several questions about those not being served.

8) It is the Town policy not to serve areas outside the town limits with sewer due to concerns about treatment capacity.

Mayor Beeker asked if there were any more questions. There were none.

Mayor Beeker asked for a motion to proceed with the plans as submitted by Koonce, Noble & Associates.

Commissioner Johnson made the motion to proceed with the plans as submitted by Koonce, Noble & Associates. Commissioner Henry Thompson seconded the motion and it passed 3-0.

Mayor Beeker closed the meeting at 8:25 a.m.
