The Norwood Town Council held a special meeting at the Norwood Town Hall on Monday, June 20, 2011. Mayor Beeker called the meeting to order at 7:20 p.m. and called for a motion to enter a public hearing. Commissioner Henry Thompson so moved, seconded by Mayor Pro Tem Lilly. The motion passed 5-0.
AGENDA ITEM #1 – PUBLIC HEARING - AMENDMENT TO CONDITIONAL USE PERMIT
Zoning Officer Virgil Hinson stated that in 2008, Robbie Cohen and Paul Smith had been issued conditional use zoning at the old Bill’s Marina with a conditional use permit for a restaurant, store, condonimiums and boat slips. Hinson said Velda Blalock Morton was now requesting an amendment to the conditional use permit to add an office as a permitted use, adding that Ms. Morton had a letter from property owner Paul Smith giving her permission to make this request.
Sam Songer of Berry Hill Drive asked if this was the marina building or the building that was an apartment. He was told it was Paul Smith’s apartment.
Commissioner Henry Thompson made a motion to close the public hearing and return to regular session. Mayor Pro Tem Lilly seconded the motion and it passed 5-0.
Back in open session, Commissioner Johnson made a motion to accept the Zoning Officer’s recommendation. Mayor Pro Tem Lilly seconded the motion and it passed 5-0.
AGENDA ITEM #2 – RENOVATION APPROVAL
Zoning Officer Hinson presented a drawing of a proposed porch addition to the structure at 125 Bennett Street, adding that the house was a residence in a business district.
Mayor Pro Tem Lilly made a motion to approve the proposed renovation. Commissioner Henry Thompson seconded the motion and it passed 5-0.
AGENDA ITEM #3 – PROPOSED 2011/2012 TOWN OF NORWOOD BUDGET
Administrator Smith stated two changes had been made since the proposed 2011/2012 Town of Norwood budget was last presented to Board members: 1) adding $79,250 to the General Fund budget and 2) reducing local option sales tax by $60,000 and increasing fund balance contribution by that amount.
Commissioner Skidmore made a motion to adopt “ORDINANCE #141 – 2011/2012 BUDGET ORDINANCE FOR THE TOWN OF NORWOOD, NORTH CAROLINA”. Commissioner Henry Thompson seconded the motion and it passed 5-0. A copy of Ordinance #141 is attached to these minutes and made a part thereof.
ADMINISTRATOR’S UPDATE
1) Tim Clark Band will play at Darrell Almond Park at 5:00 p.m. this Sunday.
2) NCLM wants to do a study of Norwood’s ordinances. Smith asked for price.
3) Advertising for Water Plant operator.
4) Smith stated budget ordinances would be approved in future before projects were begun.
5) Problem with NCDENR and Lake Shore pump station has been handled.
With no further business, the meeting was closed at 8:30 p.m. on a motion by Commissioner Henry Thompson, seconded by Mayor Pro Tem Lilly, and passed 5-0.
